Afraid of Dejavu?

My problem is that thers this girl i liked and i asked her out and she politely refused, my friend says i should ask her email get her to like me and go out with her later, my only problem with tht is last time i tried that i chased a girl for 2 years we went out for a week broke up and i was left severly dissapointed so now i dont know if i should try and talk to this girl and try to win her over or wether i should just give up. Please help me if you can. thx
