Why are people prone to 'joining' in if they see one person be 'mean' to a person?

People are not necessarily in an established 'clique' but they see one person being singled out or put down and then subsequently they will on future occasions be mean to that person? Is it animal instinct? Or what exactly? Just randomly this one person who someone has been mean to becomes the target?
