How do I create a fantasy football league with four divisions of 10 teams each online?

I want 4 divisions ,2 conferences like NFC and AFC and then the winner of the conference games to play in the superbowl. 10 teams in each division. Is this possible to do online? I realize that different divisions will have the same players
