Possible effects of no stimulation?

I'm sure that you could find some studies, but I recall hearing about a multiples birth in Canada(?). They were ophaned and nurses took care of them, but were not allowed to give this kind of stimulation. I think this case, if it is true, was yzed scientifically because the kids were really messed up. I just thought it might give you a lead.
